Bengaluru: With the election of Katte Satyanarayana as mayor and Indira Narayan as deputy mayor of Bengaluru on Wednesday, the BBMP is for the first time being led by leaders of two different parties. While the mayor is from the BJP, his deputy is from the Congress.
With the city growing steadily bedraggled even under one party rule, this situation doesn’t bode it any good, considering the pulls and pressures that are likely to accompany it.
But on being declared mayor, Satyanarayana made all the right noises, holding out a vision of a city without potholes, better lakes and improved roads. His other promises were to make Bengaluru flood- proof and free of garbage.
In an obvious attempt at connecting with the people, he said, “ I use a two wheeler to commute and I know the horrendous problems of commuters on roads in the city. Priority will be given to solving the problem and putting Bengaluru on the development map.”
The new mayor also vowed to conduct zone- wise inspections and hold public interactions at the offices of the executive engineer and revenue officer to redress the grievances of the people on the spot. “I know how to get things done by officials. I will make it a point to visit markets in the city every Monday to ensure that their garbage is disposed of properly,” he promised.
It has been a tough fight for Satyanarayana to get where he is as it took a while for the party high command to decide on his candidature. After much indecision owing to C. K. Ramamurthy of Pattabhiramanagar and B. R. Nanjundappa of JP Park also vying for the post, the party at last decided to back him for mayor.
Satyanarayana, who represents Basavanagudi ward is the fourth mayor of BBMP and Indira Narayan, a first time corporator, representing Byatarayanapura ward, is the first deputy mayor of Greater Bengaluru. Both were declared elected unopposed on Wednesday by Regional Commissioner Gourav Gupta.
Smooth ride will be Katte’s road to success
You only need to step out of your home to see that chaos rules in the city, which has been growing increasingly unwieldy and unkempt over the years. And the BBMP , which is perennially cash strapped due to poor financial management, doesn’t seem to be helping matters any.
With a new mayor now in charge, can Bengaluru hope for better infrastructure and administration in days to come? One of the biggest challenges facing mayor Kattta Satyanarayana is clearly repairing the appalling roads that are a nightmare to drive on, especially in heavy rain. He has to contend with the garbage problem as well which is threatening to explode any minute with Mavallipura refusing to receive any more rubbish and Mandur fast reaching capacity.
To make things worse, the BBMP is filled with lethargic uncooperative officials, who make it hard for the authority to whip up the revenue it needs to tackle many of the city's problems . Although the BBMP is expected to collect Rs. 3,200 in property tax, it is able to gather only Rs. 2,000 crore. Being short of funds the authority has even had to pledge some of its prime properties to raise loans. And the supplementary budget that the mayor is planning to present, is only likely to add to its burdens.
There is obviously a need for the BBMP to work in tandem with the traffic police and other agencies like Bescom, BWSSB and telecom companies, but it is sadly lacking in this aspect too.
Although it has been proved that a one year term is not enough for a mayor to bring in any drastic changes in the way the city operates, the government has done nothing to extend it, leaving civic experts asking: When the system itself has failed, how can the city see any development?
‘Revenue leaks to be plugged for better financial state’
The city has become prone to flooding during the monsoon, throwing normal life out of the gear. What do you intend to do about it?
Bengaluru has been getting untimely and heavy rain. I will hold day and night inspections and direct officials to ensure that the rain water runs off smoothly into storm water drains.
What about the many potholes the city is riddled with ? What are your priorities?
I will direct officials to fill the potholes on a war footing and also give priority to lake development, improving the drainage system, solving the solid waste management menace and development of roads. Emphasis will be given to solving dog menace in sync with the Supreme Court order. I will ask for a daily performance report from the heads of all departments.
How will you make officials works for the betterment of the city?
I will hold meetings with them and take them into confidence. I may have to crack the whip if the officials are not cooperative in working for the betterment of the city.
What plans do you have for mobilising funds for a cash strapped BBMP?
Revenue officials will be directed to bring all properties under the tax net and plug revenue leaks. Other revenue avenues like advertisements and markets will also be tapped.
‘Improving bbmp schools a priority’
Deputy mayor Indira Narayana, the grand-daughter of freedom fighter, N. Muttappa, who took active part during the Quit India Movement, has politics in her blood as her mother too was a member of a gram panchayat and the Byatarayanapura CMC. Her vision for the city ? Make Bengaluru a Garden City once again.
What are your priorities for the city?
I want to improve education in BBMP run institutions and give priority to improving its hospitals and health institutions. The poor must benefit from the BBMP’s health facilities.
What will you do to boost Bengaluru's image?
Bengaluru has been earning a bad reputation due to the garbage menace. I will work to overcome this and restore its Garden City image by developing parks and making it greener.
Will you submit an administrative report to the council which your predecessors failed to do?
Of course I will submit the administrative report. I will discuss presenting the administrative and audit reports as required under section 61(3) of the KMC Act with the mayor.
